When someone says “I want Uri’s head on a platter,” they mean something like:

I hate Uri.
I want him to fail.
I wish someone would hurt him. Etc.

Note: This saying could also be used jokingly!

History: 
This is a reference to John the Baptist being beheaded. His head was then brought to the king on a platter!
